Abstract

Die vorliegende Konfliktanalyse ist ein Produkt aus dem von der Deutschen Bundesstiftung Umwelt (DBU) geförderten Projekt „Weschnitz Dialog", das im Auftrag des Gewässerverbands Bergstraße unter der Federführung des ISOE im Zeitraum 2019-2021 durchgeführt wurde. Die Analyse betrachtet einen aktuellen Konflikt im Zuge der Deichsanierung und Renaturierung eines Flussabschnittes an der unteren Weschnitz. Die Analyse bettet sich ein in eine Reihe von Arbeiten zur sozial-ökologischen Konfliktforschung am ISOE, indem sie zum einen die im Projekt „NiddaMan" durchgeführte Analyse zu Konflikten in Renaturierungsvorhaben (Fickel/Hummel 2019) um die Betrachtung eines konkreten weiteren Konfliktfalls ergänzt. Zum anderen stellt sie eine Anwendung des methodischen Ansatzes zur sozial-ökologischen Konfliktanalyse (Fickel et al. 2019) dar. Die sozial-ökologische Analyse von Konflikten in der Umsetzung der europäischen Wasserrahmenrichtlinie (EU-WRRL) ist angesichts der aktuell im Nationalen Wasserdialog hervorgehobenen Forschungs- und Anwendungsbedarfe von Konfliktanalysen zu Wasser von besonderer Relevanz. Im hier betrachteten Fall dient die Analyse als Grundlage für die Ausgestaltung von Dialogformaten für eine erfolgreiche Umsetzung geplanter Renaturierungsmaßnahmen zur Umsetzung der EU-WRRL an der unteren Weschnitz.

This conflict analysis is a product of the project "Weschnitz Dialog", funded by the "The German Federal Environmental Foundation (Deutsche Bundesstifung Umwelt DBU)" which was carried out on behalf of the "Gewässerverband Bergstraße" under the leadership of ISOE from 2019 to 2021. The analysis investigates a current conflict regarding the dike restauration and renaturation of a river section on the lower Weschnitz. The analysis is part of a series of studies on socio-ecological conflict research at ISOE. On the one hand it complements the analysis of conflicts in renaturation projects carried out in the "NiddaMan" project (Fickel/Hummel 2019) by considering another concrete conflict case and on the other hand it shows an application of the methodological approach to social-ecological conflict analysis (Fickel et al. 2019). In view of the research and application needs of conflict analyses on the topic of water which were highlighted in the National Water Dialogue, the socio-ecological analysis of conflicts in the implementation of the European Water Framework Directive (EU-WFD) is of particular importance. In the case considered here, the analysis serves as a basis for developing dialogue formats with the aim of successfully implementing planned re-naturalization measures in accordance with the application of the EU-WFD at the lower Weschnitz.
