Abstract

Die neunte Vertragsstaatenkonferenz zum Übereinkommen über die biologische Vielfalt (CBD/COP9) bildet eine zentrale Diskursarena des Diskursfeldes "Klimabedingte Veränderungen der Biodiversität". Das Übereinkommen stellt ein internationales Abkommen zur Artenvielfalt dar und verfolgt den Erhalt und die nachhaltige Nutzung der biologischen Vielfalt. Der Zusammenhang klimawandelbedingter Biodiversitätsveränderungen ist innerhalb der CBD/COP9 unbestritten, Biodiversität und Klimawandel werden dort systematisch aufeinander bezogen. Die Schwierigkeit innerhalb der Diskursarena der CBD liegt in erster Linie in den divergierenden Positionen einzelner beteiligter Staaten einerseits und der eigenen Agenda von zivilgesellschaftlichen Akteuren, vor allem aus Umwelt- und Entwicklungsorganisationen.Ziel dieses Berichts ist die systematische Darstellung prioritärer Themen und Akteure sowie die Identifizierung bestehender Konfliktlinien und möglicher Forschungs- und Handlungsbedarfe. Es wird zunächst einen Überblick über die politischen Verhandlungen der Konferenz sowie über die zivilgesellschaftlichen Diskurse in deren Umfeld gegeben. Ausgehend davon werden prioritäre Diskursstränge und Themen mit hohem Potential für widersprüchliche Bewertungen von Wissen dargestellt und analysiert. Anhand einer Clusterung der Analyseergebnisse werden in einem weiteren Arbeitsschritt Forschungslücken und Wissenskonflikte der Diskursarena dargestellt.

The Ninth meeting of the Conference of the Parties to the Convention on Biological Diversity provided a central arena within the discourse field dealing with climatically caused changes of biological diversity. The convention constitutes an international treaty concerning the diversity of species pursuing the conservation and sustainable use of biological diversity. The fact that changes of biological diversity are linked to climate change is undisputed within CBD/COP9. Thus biological diversity and climate change are being systematically related to each other. Difficulties arising within the discourse area of CBD are mainly due to diverting positions held by the individual participating countries on the one hand and to separate agendas held by stakeholders from civil society primarily originating from environmental and development organisations on the other.The aim of this report is to systematically present prior issues and stakeholders and to identify existing conflicts and possible needs for research as well as requirements for action. First of all an overview will be given on the political negotiations of the conference and on the broader field of discourse to be found in civil society. Based on this outline, prior topics prone to bring about conflicting assessments will be presented and analysed. By means of clustering the results of this analysis, gaps in research and conflicting knowledge within the discourse arena will be identified.
